Job Summary

The role of the Contract & Purchasing Specialist is to coordinate and manage the purchasing and contracting of equipment, vehicles, goods, and services for the Public Works Department. This position will provide a broad range of support and guidance for best value and cost-effective purchasing in Public Works. This position will work closely with Finance & Administration to assure compliance with state and local regulations.

Distinguishing Characteristics: The Contract & Purchasing Specialist works primarily in Public Works operations and with the City's fleet. This position is also a part of the Public Works Maintenance team that works closely with managers and supervisors and takes an active role in establishing warranty guidelines and assisting in warranty recovery. Whereas the Purchasing Agent position coordinates purchasing activities citywide, the Contract & Purchasing Specialist is limited to operations, maintenance, and fleet. Additionally, this position is distinguished from the Yard Maintenance Inventory Control and Facilities Specialist job classifications, which may perform purchasing and assist with contract administration, but are not overseeing complex contracts and coordinating the warranty administration program.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Purchases from established internal and external contracts to include custom vehicles, cars, light & heavy-duty trucks, major equipment, materials, goods and services for Public Works, including the Fleet Division.
  • Develops Invitations to Bid (ITBs) in alignment with City regulations and customer needs.
  • Reviews bid specifications for accuracy and compliance with City policies.
  • Assists in the replacement vehicle procurement process by identifying equipment needs and goals, and utilizes the procurement replacement standards while researching options and alternatives.
  • Creates, manages, and updates complex contracts and/or grants with input from management.
  • Manages and administers the City's General Service Agreements (GSA) and Professional Service Agreements (PSA).
  • Plans, organizes, and coordinates the warranty administration program, including incorporating federal, state and local guidelines concerning warranty responsibilities.
  • Tracks repairs and failures on all vehicles throughout the terms of their warranty through a database; assists in maintaining the database.
  • Reviews and analyzes vehicle and equipment failure trends to establish potential warranty claims.
  • Partnering with Fleet, act as vendor contact; ensure timely warranty repair work is performed in accordance with agreements and vendors are held accountable for warranties.
  • Assists with establishing goals and objectives for the Public Works purchasing program.
  • Assists in developing and managing budget for areas of responsibility.
  • Supports contracts and purchasing in the City's maintenance & operational functions.

Knowledge, Skills and Abilities

  • Knowledge of general public sector contracting principles and procedures.
  • Knowledge of basic theory and operation of equipment and mechanical systems.
  • Knowledge of typical provisions and terms found in contracts specifically related to warranty agreements.
  • Knowledge of basic managerial principals including development of goals, translation into a work program, development of budgets.
  • Knowledge of project management principles and records management.
  • Facilitation and negotiation skills; knowledge of negotiation principles.
  • Written and oral communications and presentation skills.
  • Skills in analysis, problem solving, and policy analysis.
  • Skills in developing, analyzing, and implementing procedures.
  • Skills in planning, organizing, and coordinating a warranty administration program.
  • Skills in gathering, manipulating, and using data utilizing a computer and other tools.
  • Skill in working effectively as a team member to coordinate accomplishment of tasks.
  • Skill in managing multiple tasks simultaneously.
  • Ability to establish and maintain effective working relationships with departments, vendors, subordinate staff and the public. Ability to negotiate effectively with vendors to settle disputes or make corrections relative to the product quality.
  • Basic knowledge of City government operations and ability to interpret pertinent laws and regulations.
  • Operate a computer with common software applications (i.e., word processing, spreadsheet and database); learn specialty software of the work unit.
Qualifications

Minimum Qualifications:

  • Education: Four-year college degree in business administration or closely related field.
  • Experience: 5 years' experience in purchasing, preferably in the public sector.
  • Or: In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill, and ability to proficiently perform the essential duties and responsibilities listed above.

Licenses and Other Requirements:
  • Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or Certified Purchasing Manager (CPM) is preferred.
  • Must have a valid Washington State Driver's license and ability to remain insurable under the City's insurance to operate motor vehicles.

Physical Demands and Working Environment:
Work is primarily conducted in a typical office environment. Incumbent is frequently required to sit for extended periods of time. Incumbent is occasionally required to conduct site visits, Site visits frequently include travel in the field to view problems, which may expose the incumbent to high decibel levels from operating equipment, hazardous conditions, rugged terrain, and/or outside weather conditions.
