Job Summary
Provides technical engineering services to the public/developers with respect to design and construction engineering and review of developer-required improvements on water, sewer, streets, and storm drainage systems to assure compliance with applicable codes, regulations, and policies.

Principal Accountabilities
  • Disseminates public information concerning projects and development requirements.
  • Accountable for technical review of developments from both an operational and environmental standpoint. Is accountable for the resolution of conflicts and issuing Department of Public Works approvals.
  • Coordinates construction inspection of developer-installed improvements.

Essential Functions
  • Provides technical engineering information to the public and other departments including procedures, fees, permits, construction standards, and detailed information concerning the operation of the utility and street system.
  • Reviews and approves plans of developments requiring approval of the Department of Public Works for compliance with the Public Improvement Code, appropriate design and construction standards, and all other codes and regulations.
  • Establishes bonds and authorizes release upon completion of requirements.
  • Coordinates project review with the Department of Community Development, including securities and agreements.
  • Performs field inspections when required.
  • Reviews design calculations and computer analyses on development projects and maintains computerized file inventories.
  • Makes project assignments to inspectors and makes field design changes to City-approved roadway and utility plans during construction to accommodate actual varying field conditions in order to assure a functional and safe final product.
  • Maintains knowledge of current construction codes and changes in industry standards related to construction material and procedure developments.
  • Prepares project status reports for proper coordination and scheduling of projects. Prepares or approves final acceptance report upon project completion.

Peripheral Duties
  • Coordinates field activities of private developer projects with private and public utilities operating within Kirkland.
  • Assists the Senior Development Engineer in fee establishment.
  • Reviews the development of projects from a traffic capacity and safety standpoint.
  • Responds to public inquiries or complaints relating to construction activities, standards, administrative procedures, and requested improvements.
  • Provides back-up public counter and telephone coverage. Provides information regarding the policy of the City in response to inquiries.
  • Coordinates development activities in regard to the City of Kirkland's Capital Improvement Program.
  • Performs other duties as assigned.
Knowledge, Skills and Abilities

Must possess effective written and oral communication skills, with the ability to work with the public, developers, and contractors in a knowledgeable and professional manner.

Qualifications

Minimum Qualifications

  • Bachelor of Science in Civil Engineering or closely related field.
  • Engineer in Training Certificate minimum; Professional Engineer desired.
  • Four years' work experience in engineering.
  • One-year computer experience with spreadsheet and word processing applications.

Working Conditions
Primarily office work, but duties will require some field work both in street rights-of-way and on construction sites under varying weather conditions.
